
{"id":4430,"date":"2013-03-28T09:50:20","date_gmt":"2013-03-28T14:50:20","guid":{"rendered":"https:\/\/blogs2.davenportlibrary.com\/sc\/?p=4430"},"modified":"2013-03-28T09:50:20","modified_gmt":"2013-03-28T14:50:20","slug":"marshal-ing-our-resources","status":"publish","type":"post","link":"https:\/\/blogs.davenportlibrary.com\/sc\/2013\/03\/28\/marshal-ing-our-resources\/","title":{"rendered":"Marshal-ing our Resources"},"content":{"rendered":"<p>Recently, we explained how we\u00a0uncovered that the man we&#8212;and\u00a0everyone else&#8212;had thought was the <a title=\"If At First You Don\u2019t Know . . .\" href=\"https:\/\/blogs.davenportlibrary.com\/sc\/2013\/03\/14\/if-at-first-you-dont-know\/\" target=\"_blank\">first City Marshal of Davenport<\/a> . . . wasn\u2019t.<\/p>\n<p>But this had us researching what the City Marshal&#8212;a\u00a0position that no longer exists&#8212;originally did, and when he stopped doing it.<\/p>\n<p>Luckily, a full range of shelving in our archive is filled with cartons full of City Council papers!<\/p>\n<p>According to several documents, the City Council did a major update on ordinances and job expectations in 1866&#8212;and the position of City Marshal, as it happens, was updated quite a bit.<\/p>\n<p>Prior to that year, the Marshal was the official head of the police force, whose responsibilities included upholding and enforcing city ordinances and keeping the peace. When needed, the Marshal was also expected to collect taxes for the city.<\/p>\n<p>But after September 1866, the Marshal\u2019s duties were moved into tax collecting, building inspection, wharf security, and the regulation of weights and measures in the city to avoid corruption to name a few duties. He could still arrest people, but every day police enforcement\u00a0would no longer be his main job.<\/p>\n<p>In his place, the Chief of Police position became the official head of the police force. Interestingly, we find in the 1863 Davenport City Directory Mr. Daniel H. Severance listed as Deputy Marshal and Chief of Police while <a href=\"https:\/\/blogs.davenportlibrary.com\/sc\/2011\/05\/17\/remembering-police-officer-james-w-means\/\" target=\"_blank\">James W. Means <\/a>is listed as City Marshal.\u00a0<\/p>\n<p>It is beginning to appear that the separation\u00a0of the duties of City Marshal had begun a few years prior to 1866, but\u00a0wasn&#8217;t officially written into the ordinances until that year.\u00a0<\/p>\n<p>We certainly aren&#8217;t done trying to\u00a0find when the title of Chief of Police came into existence.
